The Pacific University approved an Open Access Resolution

The Pacific University Council approved December 8, 2011 a
Resolution in Support of Open Access and Authors’ Rights

"Whereas, the mission of Pacific University is to promote an environment of discovery through a commitment to excellence in teaching and learning, to collaborative scholarly and creative activities, to sustainable practices, to promotion of diverse perspectives, and to civic engagement; and ....

RESOLVED, that

A. the faculty, staff and students of Pacific University, in recognition of their commitment to open intellectual exchange, both locally and globally, and to the equity and sustainability of access to knowledge, should consider these options when deciding how to share their work:

• depositing their own published scholarly and professional articles in CommonKnowledge or other open access repositories in order to provide the widest and most affordable access to their work; and
• using CommonKnowledge to openly share, as deemed appropriate by their department or school, other forms of unpublished scholarly, creative or professional work; and
• using an Addendum to Publication Agreement (such as that provided by the Scholarly Publishing and Academic Resources Coalition (SPARC)) in order to retain their right to share their published work as widely as possible; and
• investigating the pricing and authors’ rights policies of journals with which they collaborate (as
authors, reviewers, and editors) and advocating for improvements therein; and
• publishing their work in reasonably priced journals or in peer-reviewed open access journals; ....."

"CUNY’s University Faculty Senate passed a resolution in support of the creation of a CUNY-wide institutional repository.... A CUNY institutional repository will give CUNY faculty and other researchers a permanent place to post their articles (and other work), regardless of field.... the UFS resolution is below:

WHEREAS there is a need for open-access models to assist libraries and institutions in dealing with the budgetary challenges presented by the ever-increasing costs charged by journal publishers; and
WHEREAS open-access institutional repositories do not replace traditional publishing but rather serve as an additional venue for maximizing access to the fruits of faculty research; and
WHEREAS numerous universities have created open-access institutional repositories and associated policies, and many more universities are currently working toward such repositories and policies; and
WHEREAS the City University of New York is committed to educating the public and making knowledge accessible and affordable; therefore let it be
RESOLVED that the University Faculty Senate supports the development of an open-access institutional repository for the City University of New York, and
BE IT FURTHER RESOLVED that in accordance with best practices, guidelines for depositing materials into the CUNY repository should be created by faculty appointed by the UFS working with the Office of Library Services and should include recommendations to faculty to deposit finished journal articles, preprints, chapters, etc. The guidelines should encourage but not require faculty to contribute to the repository, and ensure that depositing a work into the repository will not affect the author’s copyright."

The Florida State University adotta una Open Access Resolution

Resolution

The Faculty Senate of The Florida State University, consistent with the University's mission to "preserve, expand and disseminate knowledge" and to provide broad access to institutional resources and services, endorses the storage and preservation of scholarly publications in The Florida State University's open access institutional repository.

This resolution aims to extend the university's mission into the digital age. Its goals are to remove access barriers to publicly-funded scholarship, to centralize the University's intellectual output while maintaining quality filters and supporting established publishing opportunities, and to support faculty who wish to pursue open access publishing whenever consistent with their professional goals.

Resolution Implementation

Implementation of this resolution is dependent on the foundation and development of infrastructure, including a university library-supported institutional repository and Scholarly Communications staff who will coordinate and facilitate the digital collection process for faculty. The Faculty Senate calls upon the Faculty Senate Library Committee and the Florida State University Libraries to explore and address the implementation of this resolution, including the needs to:

• protect authors' intellectual property
• maintain Florida State University standards for Promotion and Tenure
• promote quality and prestige in scholarly publishing
• develop policies and procedures for the governance of this resolution
• explore scholarship publishing in emerging platforms and digital contexts
