Open Access, valutazione ricerca, educazione: proposte AIB,

L'Associazione Italiana Biblioteche in quanto associazione di biblioteche e di professionisti dell'informazione la cui mission e' di fornire accesso democratico alla conoscenza ed anche sulla base delle competenze maturate negli ultimi anni dai bibliotecari in materia di valutazione della ricerca e di bibliometria ritiene strategico proporre al MIUR di intervenire sui seguenti punti: Accesso Aperto, Valutazione della Ricerca, Educazione/ Formazione all'utenza.1) OA. L'AIB propone che l'accesso aperto sia inserito tra i temi dell'Agenda digitale italiana.
In linea con la raccomandazione della Commissione Europea del 17 Luglio 2012 sull'accesso all'informazione scientifica l'AIB auspica che il MIUR possa esprimere una policy nazionale sull'accesso aperto.
Propone:
a) che il MIUR renda obbligatorio per gli atenei rendere liberamente accessibili i risultati della ricerca scientifica che derivino da progetti finanziati da una o più amministrazioni pubbliche;
b) che il MIUR raccomandi ad ogni università italiana di creare e mantenere un deposito istituzionale per l'archiviazione ad accesso aperto dei risultati della ricerca scientifica;
c) che il MIUR raccomandi agli editori di elaborare contratti editoriali con clausole favorevoli all'accesso aperto;
d) che si adottino degli incentivi economici per quelle
università che piu' efficacemente perseguono progetti di accesso aperto
Valutazione:
2) l'AIB ritiene indispensabile che si realizzino delle
anagrafi della ricerca locali complete ed aggiornate e che queste siano collegate ai repository istituzionali. Il ricorso a standard aperti e a protocolli interoperabili (ad esempio attraverso il protocollo OAI-PMH) deve essere un prerequisito nella costruzione delle anagrafi locali.
L'AIB sostiene una metodologia olistica nella valutazione
della ricerca. In particolare l'AIB propone:
a) che il MIUR raccomandi agli editori ed ai panel
preposti alla valutazione della ricerca l'applicazione di una peer review rigorosa e di qualità; b) che nella valutazione della ricerca (negli esercizi di valutazione così come nelle procedure concorsuali e di abilitazione scientifica) si assegni un peso non eccessivo agli indicatori bibliografici citazionali;
c) che si studino la possibilità di utilizzare metriche
alternative e sistemi per applicarle negli esercizi di valutazione nazionali;
d) che le pubblicazioni scientifiche OA dotate dei requisiti necessari (peer review, fattore di impatto) siano valutate alla pari delle pubblicazioni scientifiche commerciali.
Educazione/ Formazione all'utenza
a) l'AIB ritiene che il MIUR debba impegnarsi affinché le università realizzino iniziative sistematiche di formazione alla gestione della conoscenza nei corsi di laurea breve e di laurea specialistica."

Fondazione Cariplo: policy di Open Access









 
From 1 September 2012 the Fondazione Cariplo has adopted a policy of Open Access to make the results of projects supported in the field of scientific research. It 's the first foundation of banking.

The download file contains approximately 80 million linked data “triples”, representing nearly 1.5 million resources.
The while WorldCat contains bibliographic records for more than 275 million items of more than 10.000 libraries worldwide. The criteria used to select was: the resource had to be held by at least 250 libraries (Jeff Young). More info.

Some journals cost have increased by about 145% over the past six years

...Harvard’s annual cost for journals from these providers now approaches $3.75M. In 2010, the comparable amount accounted for more than 20% of all periodical subscription costs and just under 10% of all collection costs for everything the Library acquires. Some journals cost as much as $40,000 per year, others in the tens of thousands. Prices for online content from two providers have increased by about 145% over the past six years, which far exceeds not only the consumer price index, but also the higher education and the library price indices. These journals therefore claim an ever-increasing share of our overall collection budget. Even though scholarly output continues to grow and publishing can be expensive, profit margins of 35% and more suggest that the prices we must pay do not solely result from an increasing supply of new articles...

OCLC Research has released a new Report: Lasting Impact: Sustainability of Disciplinary Repositories, written by Senior Program Officer Ricky Erway.  The report dated 11 May  "...is intended to help librarians support researchers in accessing and disseminating research information. The report includes profiles of seven repositories with a focus on their varied business models. It concludes with a discussion of sustainability, including funding models, factors that contribute to a repository's success, and ways to bring in additional revenue."

Approvate il 22 febbraio 2012 dalla Commissione Biblioteche della CRUI le nuove Linee guida per la creazione e la gestione di metadati negli IR, con "l’obiettivo di suggerire agli atenei uno schema di metadati il più possibile interoperabile nell’ambito della gestione dei repository istituzionali."

Open-DAI: Opening Data Architectures and Infrastructures of European Public Administrations

The Open-DAI project deals with the following main issues: the opening of the huge amount of data stored in PA databases to the wide audience of potential users; the evolution toward an open architecture model for the PA information systems in order to overcome the monolithic and closed architecture models (silos); to facilitate software maintenance of existing silos, enabling PA to pace the evolution of legacy systems with Open Data initiatives. The Open-DAI project aims to address the problems outlined above by testing the efficiency and added value of a SOA and Cloud-based architecture on several PA by: • Implementing a data virtualization infrastructure deployed into a high availability infrastructure • Simplifying access to legacy vertical applications data, by providing a virtualized version of the data bases in the Cloud • Providing a new SOA data access layer, that could be combined in an appropriate manner in order to improve the products and services • Implementing the PA “open data” data hub, exposing it by using classic web services as well as other standard protocols. Assessing the business benefits for both PA and private organizations by developing new third-party added value services, focused on the following topics: transport and mobility, localization and geographic information, environment and pollution.

"Register & Read Beta is a new, experimental program to offer free, read-online access to individual scholars and researchers who register for a MyJSTOR account. Register & Read follows the release of the Early Journal Content as the next step in our efforts to find sustainable ways to extend access to JSTOR, specifically to those not affiliated with participating institutions. ... At launch, Register & Read will include approximately 70 journals from more than 30 publishers, a subset of the content in JSTOR. This includes content from the first volume and issue published for these journals through a recent year (generally 3-5 years ago)."

Call to action: Oppose H.R. 3699 the “Research Works Act"

"H.R. 3699, the “Research Works Act," introduced on December 16, and referred to the House Oversight and Government Reform Committee. This bill would prohibit federal agencies from conditioning their grant funding to require that all members of the public be guaranteed online access to the products of the research that their tax dollars fund. This will significantly inhibit our ability to advance scientific discovery and stimulate innovation in all scientific disciplines." from  Draft letter text - Oppose H.R. 3699  from taxpayer@ccess.org.
 
The main critical points of the bill: 
"No Federal agency may adopt, implement, maintain, continue, or otherwise engage in any policy, program, or other activity that ... (1) causes, permits, or authorizes network dissemination of any private-sector research work without the prior consent of the publisher of such work; or (2) requires that any actual or prospective author, or the employer of such an actual or prospective author, assent to network dissemination of a private-sector research work."
